How to strengthen the supervision of the application of face recognition

June 10, 2021

“At present, the abuse of face recognition technology is relatively common. In commercial and commercial scenic spots, office buildings and other places, there is a phenomenon of abuse of face recognition technology to varying degrees. The public is often unknowingly collected facial information."3 Cai Xiaohong, a member of the National Committee of the Chinese People's Political Consultative Conference and a researcher at the Institute of Modern Physics of the Chinese Academy of Sciences, said in an interview with reporters on the 4th.

In order to standardize the application of face recognition technology and prevent the risk of personal information leakage, Cai Xiaohong, researcher Ye Youda of the National Computational Fluid Mechanics Laboratory, and Zhou Yumei, deputy director of the Institute of Microelectronics of the Chinese Academy of Sciences, jointly proposed a joint proposal by six members of the National Committee of the Chinese People’s Political Consultative Conference to strengthen face recognition. Supervision made a number of recommendations.

It's time to pay attention to the safety of face recognition

At present, China's face recognition technology is developing rapidly. According to estimates, the size of my country's face recognition market has grown at an average annual rate of 50% in recent years, and it is expected to exceed 50 billion yuan by 2021.

However, the face has characteristics such as uniqueness, direct recognition, convenience, immutability, variability, easy collection, non-anonymity, and multidimensionality, which determines the particularity and complexity of face recognition technology. "Once the facial information is illegally stolen and cannot be changed or replaced, it is very likely to cause risks in many aspects such as scientific and technological ethics, public safety and law, and endanger the personal and property safety of the public." Cai Xiaohong said.

In June 2020, the "First Face Recognition Case in China" was heard in Fuyang District, Hangzhou, Zhejiang, China, which quickly triggered continuous discussions on face recognition technology and personal privacy protection in all sectors of society; in November 2020, a man wearing a helmet watched The short video of Fang Fang became popular on the Internet. The orange font at the top of the video reads "To protect personal information, wear a helmet to see the room", which aroused heated discussion. Many owners in Nanning, Guangxi suffered from the transfer of their faces by brushing their faces. To overcome the security concerns behind face recognition.

"The domestic call for attention to the safety of face recognition is increasing. Massive facial recognition biometric data is collected in various scenarios. In the case of imperfect regulatory systems and regulations, many institutions that collect facial information do not With corresponding risk prevention and control capabilities and safety guarantee mechanisms, it is urgent to strengthen supervision of face recognition." Cai Xiaohong said.

Increase the approval process for the application of face recognition products

Therefore, the 6 members suggested that the relevant systems and regulations for face recognition supervision should be improved, the laws and regulations for the protection of personal information should be expedited, and the basic rights of personal image data control, deletion, and forgetting should be established, and personal reputation and privacy should be maintained; Big data-related legislation clarifies the rights and obligations of enterprises for the collection, transmission, storage and use of personal image data, and implements the main security responsibilities in all aspects of the data life cycle; formulates relevant regulations and management methods for biometric information to ensure the security of personal image data Standardize the use and clarify the application areas of face recognition.

At the same time, establish a face recognition network and information security supervision system, speed up the formulation of a face recognition application technical standard system, and clarify the security technical requirements for face recognition software and hardware applications; establish a face recognition application security evaluation and review system, aiming at Conduct security assessments in different application areas such as security, finance, e-commerce, and payment, and add approval links to the application and promotion of face recognition products to ensure that products meet security technical requirements.

More importantly, for companies that illegally collect, leak, and abuse personal privacy, or unfair competition, increase penalties and urge them to implement the main security responsibilities.

In terms of promoting the innovation and healthy development of face recognition technology, they suggested that key projects such as the promotion of smart security, basic identity authentication platforms for multiple biometrics, smart finance, smart transportation and other key projects should be promoted to promote the research and development of core facial recognition technologies. Facial recognition is deeply integrated with big data, cloud computing, artificial intelligence and other information technologies to develop a variety of facial recognition products; promote the cooperation between facial recognition companies and network security companies to develop network security technology research and development for face recognition; encourage Enterprises and scientific research institutions jointly innovate to promote the application and promotion of face recognition technology achievements; cultivate new forms of face recognition development.
