Who has used allegro's motor driver chip A3950, please help, according to the level requirements of the chip pin of the manual, but the chip OutA, OutB has no voltage output, the motor does not turn, please help.

In your picture, there is a fatal flaw is the SLEEP connection. This is a logic pin. You must not pull it up to 24V from 10k. After reading the specification, there is a 100k resistor to ground during working, so you should use at least the pull-up. 510k, otherwise this foot will hang directly. But looking at the specification description, it seems that there is no such 100k resistor when sleeping, I don't know if there is any risk.
