The PNP transistor has the lowest collector voltage, what is your VCC?

Why are the second and fifteenth pins of the IC connected together?

In fact, I think if the 15th pin is an IO port, why not directly use this pin to control the LCD power supply? Isn't it simple to control the high and low levels with 8550/8050?
