Why can mobile phone chips keep low power consumption?

Now the number of Apple's a12 transistors has reached 10 billion, and the number of transistors is not lower than that of x86. Why can it still maintain low power consumption, and the power of routers that also use arm cpu is increasing?

Power consumption is the flip speed * quantity

Those who have made low-power MCU products know that if the idle IO is set to the floating input state, the current of the whole machine will increase when the hand is close.
