Can the output of the op amp be connected to the non-inverting input?

Is it correct to connect as shown in this picture? What is the use of this? I don't understand how the circuit works.

The negative input termination output is negative feedback, and the positive input termination output is positive feedback, but it is not clear why it is used.

Substitute the resistance value into the solution equation, and finally get: the current flowing through R31 I=0.01Vi/R131=0.01Vi/0.01k=Vi (unit: mA)
