If the withstand voltage of the tantalum capacitor is 16V, will there be a problem with the 12V DC voltage?

no problem. The actual voltage is lower than the capacitance requirement, there should be no problem, but we still need to see if the capacity can meet the requirements.

Our company is based on 50% withstand voltage value, if the charge and discharge speed is greater than the rated value, it will still burn.

If you are talking about excessive charging and discharging current, then you should consider using a larger capacity capacitor instead of a withstand voltage issue.
