What is the difference between STC11F02 and STC11F02E in programming?

The previous batch of STC11F02 about 300 pieces, at least 100 pieces of  could not be programmed, I try it by many methods but all failed .

Urgently I bought a batch of STC11F02E back, view the difference between the two data , I fought the STC11F02E has 2K  EEPROM, but STC11F02 does not, it should be available, but still can not write into the program.

Pls help me what’s problem.

There is no problem with the programmer, and a total of 4 burners cannot be programmed.
The film that was previously burned can be removed from the other board and soldered on the current board to burn it, indicating that the board is good.

I have never encountered such problems, but someone had said on internet:
"Note that the write enable flag WRTD of the configuration word EEPROM cannot be cleared to 0."
I don't know exactly what it mean, welcome to share after you solve it.

Be sure to select the 'Download' button first, then power-on reset the MCU (first power off), instead of powering up first, the power-on can not detect the legitimate download command stream, the MCU will run the user program directly. ”

The problem is switching power supply, there is interference at the moment when the switching power supply turned on. The switching power supply is always on, and the power supply terminal block can be plugged in normally!
